Text is read vertically right to left 満期紀念 "commemoration of the completion of service" this is standard Imperial Japanese Army honorable discharge terminology. Central imagery shows a combination of the army star, a pink cherry blossom and a third pattern I can't identify. Text on the foot of the cup reads 神谷 this is w common surname so it could either be the name of the soldier who received this cup or the name of the kiln that made it.
