Bottom text is read vertically right to left 満期記念 \"commemoration of completed term of service\" this is standard Imperial Japanese Army discharge terminology. Central imagery shows a Japanese national and an Army flag crossed. Base mark on the foot of the cup reads 森脇 this is most likely the makers mark from a kiln that has been lost to time.
