Offering a one-page, 8 x 12 ½, manuscript document signed by George W. Green, School Director of District No. 1, State of Louisiana, Parish of Concordia, which underscores the district’s newfound direct civic control over federally granted school lands. For the first time, the federal government provided land to school districts and allowed them the autonomy of selling or leasing the land or holding onto it for use by school district.
The Parish of Concordia voted to lease the land to produce revenue for the school district. The vote was taken just 36 years after Louisiana became a state in 1812 and only 45 years after the Louisiana Land Purchase.
“I do hereby certify that, by virtue of a commission from Cullen Packard to act as a school director...I proceeded to open and hold an election at the home of Nathaniel Guice, on Monday the fourteenth day of February 1848, for the purpose of taking the sense of the qualified voters of township No. 5. Range 9 East whether any lands belonging to said township heretofore reserved and appropriated by Congress for the use of schools shall or shall not be sold, when the following named persons, being legal voters, and having resided in said township for twelve months previous, appeared between the hours of nine o’clock A.M. and four o’clock P.M. and deposited their votes viz –Jesse Guice, C.C. Mobley, Nathaniel Guice, John Griffis, D. L. Rivers, Peter Little, Geo. W. Green, William Highs.
“That after the same was declared closed, I opened the box and counted the votes when it appeared there were seven votes Shall not be sold (but recommended it be leased for years) and one vote. Let the school lands be leased for two years. No sale at the present time, making eight votes of no sale...
“February 14th, 1848
