There are 2 signatures of J Edgar Hoover here, one on the11.5" x 9"photo inscribed to Dorothy Horne, and a 2nd signature of Hoover's on the Certificate honoring Dorothy Horne, employed by the FBI, handling counter espionage, countersabotoge, and other national defense investigations during WWII.
